What AI actually does to productivity: a federal study

Challenge
A federal ministry responsible for the national workforce wanted to know what AI tools were actually doing to employee productivity, not what vendors claimed, and to build the measurement framework that could answer the question on an ongoing basis rather than once.
Approach
The work began as a proof of concept: scoping the study, designing the data-collection framework, and producing a report that tested whether the productivity question could be answered from the data available. On the strength of the proof of concept, the study was awarded as a full project in 2026.
